CM for early scrapping of no detention policy, blames officials for students’ poor performance
ITANAGAR, Aug 4: Chief Minister Pema Khandu blamed the 'no detention' policy as one of the main hindrances in producing quality students and expressed the hope that it would be discarded very soon.
Reiterating his commitment to streamline the education sector, the Chief Minister instructed all the Deputy Commissioners to reassess the education scenario in their respective district and independently work out ways and means to overhaul it without fear or favour.

He categorically directed the Deputy Commissioner of Kurung Kumey, Kra Daadi, Tirap, Lower Dibang Valley and Namsai that fared lowest in the board exams to bring back the dwindling education scenario in their districts to good, if not the best.

He directed the Deputy Commissioners to have all class one officers in the district to adopt one school each and personally monitor its functioning by becoming a member of the school management committee. The officer should visit the school at least once a week and report its progress to the district administration, he said.
When pointed out by one of the DCs, Pema admitted the existence of few schools that are not feasible in reality but had to be established under the RTE Act.
Responding to Lower Dibang Valley Deputy Commissioner, who said that some schools in his district were running with only 3 to 8 students against 6 to 7 teachers, Pema said he has already directed all the legislators to list out such schools with the help of district administrations so that these are clubbed together into one school.
He asked the Deputy Commissioner to help in this endeavour so that defunct and infeasible schools are closed down and focus is on functional schools.
He also suggested that the capacity of existing residential schools may be increased so that these can accommodate students of those schools, which are running with very less number of students.

Felix categorically stated that the PHED is only its implementing agency and the success and failure of the programme is the sole responsibility of the Deputy Commissioners.
He said only construction of household latrines is not enough but its proper use and sustainability of the programme is important for which creating mass awareness amongst the people is necessary and for this, he pointed, the role of the district administration was of utmost importance.
He congratulated West Kameng district administration for achieving 100% ODF status well before the timeframe and urged the rest to follow suit.
All the DCs assured that the target set would be positively achieved.
Other programs reviewed during the marathon video conference were rural electrification that aims to electrify all villages by end of this year, Aadhar enrollment, CM's flagship programmes, ongoing SPA projects, GST and Direct Benefit Transfer and food subsidy schemes.

Govt announces hike in labour wages
ITANAGAR, Aug 4: Chief Minister Pema Khandu has announced to hike wages of casual and contingency staff working under the state government as per the new wage code Bill that was approved by the Union Cabinet last month. The CM announced this while addressing the working community gathered from all over the state during a meeting of the joint working committee of Arunachal Pradesh Trade Unions (JWCAPTU) at the Tennis Court in IG Park here on Friday.
As and when the new wage code bill is passed by the parliament, it will soon be implemented in the state, the CM assured. He further assured that if the new wage bill fails to come up in this monsoon session of parliament for approval or in the next session, the state government will come up with a good wage package in the coming state's budget session.
Announcing a gratuitous relief of Rs 2000 for all workers, he further informed that the state government had hiked the labour wages by Rs 1000 twice.

On job reservation for casual and contingency staff for regular appointments, the Chief Minister assured to implement 50% job reservation. He also informed that muster roll system has already been abolished in the forest and environment department through an order released by PCCF, which will enable the labour wages to be directly deposited in the worker's account.
On compassionate appointment, the Chief Minister assured that a clear cut policy will be brought out to address such issues. He further assured to bring out a policy decision to streamline the worker's welfare board. In addition, the Chief Minister agreed on worker's demand for implementation of colour code for taxis.
The Chief Minister appealed the working community to work for the welfare of the public reminding them that their job is also to serve the public.
Earlier, speaking on the occasion, Deputy Chief Minister Chowna Mein informed that state government has increased the honorarium of Angandwadi workers to Rs 4500 per month and Anganwadi helpers to Rs 3000 per month.

Priests shortfall to maintain Yugiang
ITANAGAR, Aug 4: There is a drastic shortfall of Myoko priests in Hija village in Lower Subansiri district with younger generation unwilling to take up the occupation of priest, which has affected maintenance of Myoko Festival alters (Yugiang) in the village.
Hija, the second largest village of Ziro Valley with around 4000 population, has 21 Yugiang and each Yugiang has to be maintained by one traditional Myoko Priest.
The village could maintain only eight Yugiangs till 2015 and rest could not be maintained on account of priest shortfall, informed senior journalist Taro Chatung.
Of the eight Myoko priests, two priests died in 2015 and 2016.

FFA demands creation of Film Development Board
ITANAGAR, Aug 4: The Film Federation of Arunachal (FFA) has urged Chief Minister Pema Khandu to create a film development board (FDB) in the state under the Information and Public Relations (IPR) department.

DC assures best support to Childline
ITANAGAR, Aug 4: The Childline Advisory Board (CAB), Itanagar on Friday reviewed the functioning of Childline here and suggested several measures to improve its services.
Capital Complex Deputy Commissioner Prince Dhawan, who chaired the meeting, assured the administration's best support to Childline, Itanagar.
Responding to a request, the Deputy Commissioner assured to issue circular to all the schools for display of Childline hoardings, wall paintings as well as toll free helpline number 1098 in their schools and other important public places. Dropboxes can also be installed in schools, where the students can place their grievances, the DC said.
Dhawan also stressed the need to have a separate web portal for Childline Itanagar.
The Deputy Commissioner emphasized on organizing workshops on child rights and their protection, POSCO Act and asked the Papum Pare DMO to organize such workshops under Health Department in cooperation with Childline Itanagar.
He also directed SDPO (Itanagar) Techi Hanyir to organize similar workshops for the officials of the Police Department.

MoEF recommends dropping of seven Kameng and Bichum projects

ITANAGAR, Aug 4: The Ministry of Environment, Forest and Climate change (MoEF & CC) has recommended dropping of seven hydroelectric projects (HEPs) with a total installed capacity of 2337 Megawatts (MW), from the Kameng River Basin due to their proximity to the Pakke Tiger Reserve, and as well close locations of the projects.

YUPIA, Aug 4: Papum Pare Deputy Commissioner, Tai Kaye has called upon the medical fraternity to ensure cent percent success in immunizing children as targeted under the Intensified Mission Indradhanush.

Underscoring the importance of the immunization programme, the DC advised the field functionaries in various levels to work devotedly in the field to achieve the goal. He also assured that he will instruct all the administrative officers at various circles to provide every possible help from their side to the medical team in their respective jurisdictions for successful conduct of the programme and asked the DMOs to inform him or higher authority immediately whenever there is any shortcomings in implementing the programmes.

Ex gratia for accident victims
ITANAGAR, Aug 4: The relatives of the three people who died in an accident in Gensi early this year were given an ex gratia of four lakhs each under the Chief Minister's Relief Fund.
Five other who received injuries were given Rs 50000 each.
Circle Officer Tajum Ronya gave away the cheques amounting to Rs.14.50 lakhs on Thursday.
Most of the deceased and injured were of PHE&WS department employees. The workers who had boarded a tractor met with an accident and fell into deep gorge.
It is also informed that few of the relatives were also accommodated against the resultant vacancies under the compassionate ground in the department.

CM's indigenous textile promotion scheme launched in LDV
ROING, Aug 4: The Chief Minister's Indigenous Textile Promotion Scheme has been launched in Lower Dibang Valley (LDV) by Deputy Commissioner Deepak Shinde at Roing on Thursday.
The scheme will benefit 500 weavers in the district.
The Deputy Commissioner encouraged the weavers to come up with innovative products and highlighted the significance of local products in boosting tourism industry and local economy.
He also informed about Deen Dayal Upadaya Bookmark Scheme under which women weavers will be eligible for 7% interest subsidy on credit.
The Deputy Commissioner distributed free yarn to weavers and later visited the craft centre and assured to help in modernization of tools and equipments of the centre.

ITANAGAR, Aug 4: The Joint Working Committee of Arunachal Pradesh Trade Unions, Tezu unit has accused the Director Health Service (DHS) of snatching quota meant for sportsperson by appointing two Sanitary Assistants and a Multi Purpose Worker.
The DHS had appointed them under 5 % Sports quota. The Lohit unit trade union termed the appointment as illegal as they were appointed against Lohit district sports quota.
It asked the DHS to appoint candidate from Lohit district. Meanwhile, the DHS has clarified that appointment was made on basis of recommendation from Olympic Association and under the supervision of Directorate Sports and Youth Affairs.

YUPIA, Aug 4: An orientation programme for the Rashtriya Bal Swasthya Karyakram (RBSK) team of Papum Pare district comprised of medical officers and paramedical staff was organized by District Health Society to sensitize them on National Programme for Prevention and Control of Deafness (NPPCD).
DRCHO Dr. J Ado detailed the team about NPPCD and the programme activities in Arunachal Pradesh.
Later, he distributed ENT kits to the RBSK team leaders for child health screening for early detection of hearing impairment and deafness. Children found with hearing impairment and deafness will be referred to TRIHMS Naharlagun for treatment. DIPRO

Wake up RGU authorities
The allegations leveled by Rajiv Gandhi University Students’ Union (RGUSU) against the university authority are serious in nature and need to be properly looked into. RGUSU has alleged that poor quality work is being done by the contractors but university authorities are not taking any corrective measures. Governor of Arunachal PB Acharya who is chief rector of the university should take initiative and ensure that allegation leveled by student body is thoroughly investigated. Over the year the standard of RGU has been drastically falling down due to various reasons.
Infrastructure of the university is in pathetic condition. Most of the buildings including the newly constructed ones are in dilapidated condition. Quality of work is being compromised and laid down norms are being blatantly violated. In compare to other central universities the standard of RGU is quite poor. Unfortunately all these are happening under the nose of RGU authorities. Either they seem least bothered or are being intimidated by the local contractors. Its time they gather courage and take tough stand. The future of RGU should not be compromised for the sake of local contractors. On their side the locales need to understand that RGU is for whole state and is not the personal property of any person. Let qualified people take up the contract work after proper tendering process.

A letter to capital police department
Dear Editor,
The police department of the Capital clearly lacked a wider view of the sensitive issue and their unpreparedness for the consequences.
Let me clarify first, I am neither in support of prostitution nor I prefer to be a mute spectator of what's happening in and around.
In recent sex racket case, the negligence towards the matter has in fact not only made us angry but also has put the life of those who were caught, in danger.
How does the police department propose to change the mind of those caught, when their photo is now in everyone’s mobile with caption “Prostitute"?
The department has left no road for change.
Ask the women caught, are they going to start a decent life now after their photo manage to be an apple pie to everyone's eye?
The whole theory of an oldest profession exist either because of the network of people who do flesh trade or the poor status of people. And in these cases of sex racket, it was the poor status of the family.
The poor status pushed them into selling their body and now, the beloved police department, who swears to protect our life and property, has force them with no option.
Why am I saying this is because, the irony of these sex racket case is that, in one hand the department made everyone hide their face while taking a photo to publish in local newspaper, maintaining the sanctity of privacy, and in other hand a space was left for the few dirty hand people, with no iota of their reckless behaviour, making the photo available in social network.
The logic behind covering the accused faces in front of media is to prevent the dilution of the witness credibility. And also to assure not to hamper the normal life, if not found guilty.
I ask the department, when those women caught is freed will they lead a normal life when their photo is leaked?
Busting and meddling is a two separate land; meddling cannot be allowed to encroach the land of busting because if it’s allowed rather than saving innocent life, we put their life in danger.
The sex racket is a bud which has thrived under the garb of spas, saloon, hotel and many more. So, it becomes a serious concern for everyone and, also to look for the ways and means to prevent it.
Thus, we support and praise the people, organisation and police department for their genuine steps.
But in the name of combating, if circulation of the photo of those caught, instead of the ring leader, is allowed then I am afraid that such steps will not prevent but in contrary force those caught to leave their homeland and settle down in other places, which spells more plight upon their life and family.
Being a concerned citizen, I request the police department to take an action against the men who recklessly circulated the photo in social network.

APPSC has the authority to make any alteration in number of posts prior to declaration
of the written result as long as 1:3 ratio for viva-
As I have already mentioned in the last letter that the demands were placed to the concerned department since the advertisement. It is worth mentioning that we were assured of such a move.
Coming to recruitment, when there are already unemployed graduates, and vacant posts, preserving posts for the future is no way a wise gesture.

Water scarcity
Dear Editor,
It has now become an everyday affair that in our town people have to live in complete chaos and utter dismay due to water scarcity. The concerned authority seems to be careless and rather indifferent about the difficulty felt by the dwellers of the town.
As we know that the monsoon season left behind a trial of devastation and filled the lives of capital dwellers with so many untold miseries. The Mother Nature has unleashed its wrath and fury in and around entire capital region and its surroundings.
It has been month or since the collapse of water supply pipeline.
The denizens were left to fend for themselves by whatever possible means to meet the end of daily water demand as the department tried their best to supply water weekly. It is well known fact that most of the denizens do not have their own bore well or underground water source.
So, through your esteemed daily, I would like to earnestly request the concerned authorities to come to its senses and take some immediate measures to end this unending problem of water scarcity once for all.
