CM for early scrapping of no detention policy, blames officials for students’ poor performance

ITANAGAR, Aug 4: Chief Minister Pema Khandu blamed the 'no detention' policy as one of the main hindrances in producing quality students and expressed the hope that it would be discarded very soon.

Reiterating his commitment to streamline the education sector, the Chief Minister instructed all the Deputy Commissioners to reassess the education scenario in their respective district and independently work out ways and means to overhaul it without fear or favour.

Speaking live to the Deputy Commissioners through video-conferencing from the State Civil Secretariat on Friday, Pema said the poor performance of students in the last board exams exemplifies lack of seriousness on part of officials that calls for strict actions from the deputy commissioners and their personal intervention in streamlining the education scenario in their districts.

He categorically directed the Deputy Commissioner of Kurung Kumey, Kra Daadi, Tirap, Lower Dibang Valley and Namsai that fared lowest in the board exams to bring back the dwindling education scenario in their districts to good, if not the best.

The Chief Minister announced that Board examinations would be re-introduced in the state for Class five and eight to keep a quality check on primary education.

He directed the Deputy Commissioners to have all class one officers in the district to adopt one school each and personally monitor its functioning by becoming a member of the school management committee. The officer should visit the school at least once a week and report its progress to the district administration, he said.

When pointed out by one of the DCs, Pema admitted the existence of few schools that are not feasible in reality but had to be established under the RTE Act.

Responding to Lower Dibang Valley Deputy Commissioner, who said that some schools in his district were running with only 3 to 8 students against 6 to 7 teachers,  Pema said he has already directed all the legislators to list out such schools with the help of district administrations so that these are clubbed together into one school.

He asked the Deputy Commissioner to help in this endeavour so that defunct and infeasible schools are closed down and focus is on functional schools.

He also suggested that the capacity of existing residential schools may be increased so that these can accommodate students of those schools, which are running with very less number of students.

The Chief Minister also asked the Deputy Commissioners to do an in-depth exercise on required education infrastructure and submit proposals to the State Government immediately.  

Deputy Chief Minister Chowna Mein, who also took part in the video conferencing, said the DCs should not only focus on higher secondary and secondary schools but also concentrate on the feeder schools.

Two of the main reasons - lack of subject teachers and textbooks - cited by majority of the Deputy Commissioners for the poor education scenario are being sorted out, Education Minister Honchum Ngandam assured.

He informed that the department is collecting every detail from the ground and the requisite number of teachers, especially for Mathematics and Science subjects, is being recruited. Fund for procurement of textbooks has already been released and all the districts would receive their share of textbooks soon, he said.

The video conferencing also reviewed implementation of Swatch Bharat Mission (Grameen) of the center that assures Open Defecation Free (ODF) India by October 2, 2019. However, PHE & WS Minister Bamang Felix informed that the state government has set December 31, 2017 as ODF target for the state and urged the Deputy Commissioners to achieve it in their respective districts.

Felix categorically stated that the PHED is only its implementing agency and the success and failure of the programme is the sole responsibility of the Deputy Commissioners.

He said only construction of household latrines is not enough but its proper use and sustainability of the programme is important for which creating mass awareness amongst the people is necessary and for this, he pointed, the role of the district administration was of utmost importance.

He congratulated West Kameng district administration for achieving 100% ODF status well before the timeframe and urged the rest to follow suit.

All the DCs assured that the target set would be positively achieved.

Other programs reviewed during the marathon video conference were rural electrification that aims to electrify all villages by end of this year, Aadhar enrollment, CM's flagship programmes, ongoing SPA projects, GST and Direct Benefit Transfer and food subsidy schemes.

The video conference was joined by Chief Secretary Shakuntala Gamlin, Principal Secretary Satyagopal, Commissioner Finance, Planning & Investment Ashish Kundra, Commissioner Education Hage Kojeen, Commissioner PHE&WS Hage Khoda Shalla and Secretary Planning Dr Joram Beda.

Thirteen Deputy Commissioners joined the video conference from their respective office, which was facilitated by NIC.  

 

 

 

Govt announces hike in labour wages

ITANAGAR,  Aug 4: Chief Minister Pema Khandu  has  announced to hike wages of casual and contingency staff working under the state government as per the new wage code Bill that was approved by the Union Cabinet last month.  The  CM announced this while addressing the working community gathered from all over the state during a meeting of the joint working committee of Arunachal Pradesh Trade Unions (JWCAPTU) at the Tennis Court in IG Park here on Friday.

As and when the new wage code bill is passed by the parliament, it will soon be implemented in the state, the CM assured. He further assured that if the new wage bill fails to come up in this monsoon session of parliament for approval or in the next session, the state government will come up with a good wage package in the coming state's budget session.

Announcing a gratuitous relief of Rs 2000 for all workers, he further informed that the state government had hiked the labour wages by Rs 1000 twice.

On policy decisions for labour welfare, the Chief Minister assured to bring out a corrective policy on Voluntary Retirement Sche-me (VRS) adding that earlier implementation of such scheme in PWD department had failed.

On job reservation for casual and contingency staff for regular appointments, the Chief Minister assured to implement 50% job reservation. He also informed that muster roll system has already been abolished in the forest and environment department through an order released by PCCF, which will enable the labour wages to be directly deposited in the worker's account.

On compassionate appointment, the Chief Minister assured that a clear cut policy will be brought out to address such issues. He further assured to bring out a policy decision to streamline the worker's welfare board. In addition, the Chief Minister agreed on worker's demand for implementation of colour code for taxis.  

The Chief Minister appealed the working community to work for the welfare of the public reminding them that their job is also to serve the public.

Earlier, speaking on the occasion, Deputy Chief Minister Chowna Mein informed that state government has increased the honorarium of Angandwadi workers to Rs 4500 per month and Anganwadi helpers to Rs 3000 per month.

Priests shortfall to maintain Yugiang

ITANAGAR, Aug 4: There is a drastic shortfall  of  Myoko priests in Hija village in Lower Subansiri district with younger generation unwilling to take up the occupation  of priest, which has affected maintenance of Myoko Festival alters (Yugiang) in the village.

Hija, the second largest village of Ziro Valley with around 4000 population, has 21 Yugiang and each Yugiang has to be maintained by one traditional Myoko Priest.

The village could maintain only eight Yugiangs till 2015 and rest could not be maintained on account of priest shortfall, informed senior journalist Taro Chatung.

Of the eight Myoko priests, two priests died in 2015 and 2016.

On August four, one more Myoko priest- Taro Rambo breathed his last after a brief illness, reducing the number of priest to five.

Chatung expressed concern that the reluctance of the young generation to take up the occupation of priest has posed a serious question on preservation of rich cultural heritage and traditional rituals of Apatani society.

 

 

 

ArSRLM organizes bankers meet

ITANAGAR, Aug 4: The Arunachal State Rural Livelihoods Mission (ArSRLM) has organized a state level programme cum Bankers Meeting on Financial Inclusion themed Convergence between ArSRLM and Financial Institutions on Tuesday last. The programme was attended by representatives of the banks of capital complex.

In his inaugural address, Special secretary Rural Development department Nyali Ete emphasized on the inclusion of women in the developmental activities which will eventually led to the alleviation of the poverty in state.

He also mentioned that dimensions of the poverty in the state may be different from rest of the country in terms of access to resources available in the state.

CEO cum State Mission Director Tabin Siga informed that Orvakal Mandal Podhupu Lakshmi Ikya Sangam (OMPLIS), Hyderabad and BRLPS, Bihar is providing support in capacity building of staff as well as community cadres.

SMM, financial inclusion Hillang Tasap made a brief presentation on financial inclusion and investment strategy for making poor the preferred clients of the banking system and mobilizing bank credit through financial literacy and credit counsel, promotion of MCP-based lending.

FFA demands creation of Film Development Board

ITANAGAR, Aug 4: The Film Federation of Arunachal (FFA) has urged Chief Minister Pema Khandu to create a film development board (FDB) in the state under the Information and Public Relations (IPR) department.

Stating that barring Arunachal, most of the other states in the country flaunt a film development board of their own, the FFA in a memorandum submitted to Khandu recently asserted that the creation of a film board would not only provide a platform to the people engaged in performing arts, drama and documentary and feature film making to showcase their efforts but also improve the scope of small scale industry and at the same time generate self-employment avenues.  

Further claiming that due to non availability of film theaters in the state, the filmmakers are facing immense problems to showcase their movies and as a result they are not able to reap the benefits out of their hardship and investment, the federation also demanded that film theaters should be constructed in every district headquarters.

In terms of verification and certification of Arunachal based locals films, the federation stated that the same should be done through the department of IPR under the guidance of FFA and not by the censor boards from other states.

"There is a big problem with the representation of our cinema as sometimes the audience around the world is being shown a misappropriate world of fiction, a world where variation in fiction in ethnicity are ordinary and rare. Our art, culture and tradition should not be showcased incorrectly in the media so creation of a control agency or board to verify such films before it reaches the Central level censorship is the need of the hour," the memorandum read.

The other demands of the FFA included, financial assistance to the filmmakers of the state from the state government's end, re-scheduling the Arunachal Film Festival date and incorporating Arunachal Film Awards in one go and involvement of local filmmakers in making departmental promos, advertisements and cinema based activities.

The FFA on the directive of the chief minister submitted the representation to IPR Minister Bamang Felix on Friday who also assured to look after the requests positively, Federation President Chopa Cheda informed.

"The chief minister has assured us on a positive note and we hope that with the creation of a film development board in the state in line with other states of the country, the film makers will be immensely benefitted," Cheda added.

 

 

 

DC assures best support to Childline

ITANAGAR, Aug 4: The Childline Advisory Board (CAB), Itanagar on Friday reviewed the functioning of Childline here and suggested several measures to improve its services.

Capital Complex Deputy Commissioner Prince Dhawan, who chaired the meeting, assured the administration's best support to Childline, Itanagar.

Responding to a request, the Deputy Commissioner assured to issue circular to all the schools for display of Childline hoardings, wall paintings as well as toll free helpline number 1098 in their schools and other important public places. Dropboxes can also be installed in schools, where the students can place their grievances, the DC said.

Dhawan also stressed the need to have a separate web portal for Childline Itanagar.

The Deputy Commissioner emphasized on organizing workshops on child rights and their protection, POSCO Act and asked the Papum Pare DMO to organize such workshops under Health Department in cooperation with Childline Itanagar.

He also directed SDPO (Itanagar) Techi Hanyir to organize similar workshops for the officials of the Police Department.

Chairperson CWC Kani Nada Maling, representative from Oju Welfare Association and the Childline team briefed about their roles and how they work as a team in child rescue operations. They informed that the rescued children are provided shelter at Oju Mission Naharlagun.

Childline is India's first 24 hour free emergency phone outreach service for children in need of care and protection.  

In Itanagar Don Bosco School is working as a collaborative organization for Childline.

The Childline Itanagar helps finds vulnerable children, who are in need of care and protection and register their cases at Childline Contact Centre (CCC).

In the last one year, Childline Itanagar has taken a total of 368 cases, out of which medical assistances were provided to 145 cases, shelter to 19, restoration and protection from abuse to 26 and 99 respectively.

Fund released for Rural Primary and Retail Markets

NAHARLAGUN, Aug 4: Arunachal Pradesh Horticultural Produce Marketing and Processing Board (APHPM&PB) on Friday released fund amounting to Rs. 2, 24, 25,000 under the Mission for Integrated Development of Horticulture (MIDH) scheme.

9 Rural Primary Markets and 13 units of Retail Markets are being established with the fund. The scheme is targeted to establish Marketing Infrastructure in the selected districts of the state to provide infras-tructural facilities for Horticultural farmers to sell their produces.

Chairman of Arunachal Pradesh Horticultural Produce Marketing & Processing Board (APHPM&PB) Kipa Niya, while releasing the fund to District Horticulture Officers of various districts advised them to implement the scheme strictly as per the guideline and also urged them to release the subsidy amount as per the terms & condition mentioned in the deed of agreement signed between APHPM&PB and the beneficiaries.

 

 

 

Rebia inspects ongoing construction works

KIMIN, Aug 4: Minister for Urban Development and Town Planning Nabam Rebia on Thursday inspected ongoing building and bridge construction and flood protection works at Kimin and Kakoi area.

At Kimin, he inspected the newly constructed urban office and quarters and the under-construction bridge at Kamaseki.

While visiting Kakoi Secondary School and Medical Sub-Centre Kakoi, he donated ceiling fans to the school and health sub-centre.

He also provided  iron tree guards for avenue plantation at Kakoi township area. He suggested Kakoi Circle Officer and Range Forest Officer to carry out the plantation  involving the students, GBs and Panchayat leaders.

He advised the CO to keep strict vigil on law and order situation in the area in order to maintain peace and tranquility.

Later, Rebia visited the flood protection work at Durpa village.

MoEF recommends dropping of seven Kameng and Bichum projects

ITANAGAR, Aug 4: The Ministry of Environment, Forest and Climate change (MoEF & CC) has recommended dropping of seven hydroelectric projects (HEPs) with a total installed capacity of 2337 Megawatts (MW), from the Kameng River Basin due to their proximity to the Pakke Tiger Reserve, and as well close locations of the projects.

The cumulative impact assessment and carrying capacity of the Kameng River Sub basin carried out by the Water And Power Consultancy Service Limited in its study stated that five projects including Kameng HEP -1(1120MW)  and Kameng -II (600 MW) falls within or on the boundary of the Pakke Tiger Reserve, as it recommended dropping of these projects.

It also noted that Eagle Nest, Sessa Orchid and Pakhui sanctuaries are situated in the Kameng River basin. The study has also  proposed dropping of Bichom storage- 1 (190 MW) and Bichum-II (205MW) HEPs, identified by the Central Electric Authority saying that the level difference with the nearest Kameng HEPS is 35 m and 26.2 m respectively.  

On July 28, the MoEF has forwarded the recommendation to the Ministry of Power and the Chief Secretary, Arunachal Pradesh. No further HEPs should be allotted in the entire Kameng basin even if they are smaller than 25MW and do not fall under the purview of EIA notification, 2006, the letter read.

44 HEPs, with cumulative installed capacity of 4898.9 MW, were considered in the river basin study excluding Bichum.  The MoEF asked Environmental Impact Assessments to be carried out on the 37 recommended projects.

 

 

 

Orgs demand immediate arrest of murderer

ITANAGAR, Aug 4: Various organizations of Galo community on Friday demanded the State Government to immediately arrest the culprit(s) behind the killing of Migrik Lomi.

The demand was made jointly by Galo Students' Union (GSU), Galo People's Front and Galo Youth Organisation and their federal units in a meeting here on Friday.

They stated that it was a pre-planned and cold-blooded murder and the culprit involved in the heinous crime must be brought to book and given exemplary punishment.

Meanwhile, the meeting decided to organize a 5-day donation camp in aid of the fire victims of Tadin village from August 7 at Itanagar and Naharlagun.

 

 

 

Governor visits Bhupen Hazarika Setu

ITANAGAR, Aug 4: The Governor of Arunachal Pradesh P B Acharya visited the Bhupen Hazarika Setu, Dhola, Assam on  Friday.

The strategically and economically important longest bridge in India was inaugurated by Prime Minister Narendra Modi in May this year.

The Governor reiterated that the bridge will not only instills a sense of security and give thrust to the economical development of Arunachal Pradesh and Assam but also go a long way in further strengthening the spirit of amity amongst the people.  The Governor pointed that the connectivity bottleneck is a great challenge for the north eastern region and Arunachal Pradesh is no exception.

He expressed hope that the bridge will give huge economic thrust towards socio-economic growth in the four districts of Dibang Vallley, Lower Dibang Valley, Lohit and Anjaw.

The bridge has started to bring succour to thousands of people from Arunachal Pradesh, who earlier faced immense hardship crossing River Dibang and River Lohit, tributaries River Brahmaputra, the Governor said.

Earlier, the Governor who crossed River Brahmaputra at Bogibeel point in a ferry suggested for use of solar powered boats and double-boat ferry to ferrying motor vehicles. Safety and security of the passengers must be taken cared. The Governor also suggested for improvising the present day ferry services into tourism venture once bridge is completed.

Official of Inland Water Transport, Assam, Mukul Borah informed that at present only four spans are to be completed. 500 workers and 40 engineers are working round the clock. The bridge will be completed by February 2018. (PRO to Governor)

 

 

 

Itanagar Solung football tourney kicks off

Solung United win inaugural match

ITANAGAR, Aug 4: Solung United FC on Thursday won the inaugural match in the Itanagar Solung Festival Football Tournament 2017.

They beat FC Solung Naharlagun 6-2 in a lopsided match at Dera Natung Government College playground here.

Solung United was leading FC Solung Naharlagun 4-0 at halftime with goal from Taja Bonung (5th min), General Modi (11th min), Franklin Taki and Tajing Jerang.

General Modi and Tajing Jerang added two more goals in the second half.

Raja Tasung netted two goals for Naharlagun Solung team.

In total, 19 teams from various parts of Capital Complex region are participating in the tournament.

On day-2 of the tournament, two matches were played.

While Banggo United FC and Siang United FC shared points after they played out a 1-1 draw, Gidii Yameng FC defeated Dooying Goolong FC 3-1 to earn full points.

On Saturday, Naharlagun Solung FC will face Abor FC and Gabang FC will be up against Dadi Bote.  

 Adi Bane Kebang (ABK) President Kangir Jamoh, who kicked off the tournament, exhorted the players to exhibit the spirit of true sportsmanship and maintain strict discipline throughout the tournament.

Lauding the members of Solung Festival Celebration Committee Itanagar (SFCCI) 2017, especially the sports secretary, for organizing the tournament despite lots of hurdles and paucity of time, Jamoh exuded hope that such initiative will further encourage the society.  He also expressed happiness over the rise in number of teams from 16 in 2016 to 19 in 2017.  

While stating that participation is more important than winning in games & sports, , ABK Patron Olen Megu Damin called upon the players to maintain the sportsman spirit and play according to one's merit with sole objective of making the event fun filled.

SFCCI general secretary Tapir Tapen said that the very objective of organizing the tournament was to arrange a get together for all Adi brethren residing in and around Capital Complex, who hardly get time to meet each other.  He also advised the players to respect the decisions of referee.

Sports Secretary Tarok Lomtung also spoke and sought cooperation from all for smooth conduct of the tournament.

 

 

 

Ensure cent percent coverage under Mission Indradhanush: DC

YUPIA, Aug 4:  Papum Pare Deputy Commissioner, Tai Kaye has called upon the medical fraternity to ensure cent percent success in immunizing children as targeted under the Intensified Mission Indradhanush.

He was addressing a district-level workshop on Intensified Mission Indradhanush and orientation of FIPV conducted at ZPC conference hall, here on Friday wherein all MO In-charges and all field functionaries of health facility were present.

Underscoring the importance of the immunization programme, the DC advised the field functionaries in various levels to work devotedly in the field to achieve the goal. He also assured that he will instruct all the administrative officers at various circles to provide every possible help from their side to the medical team in their respective jurisdictions for successful conduct of the programme and asked the DMOs to inform him or higher authority immediately whenever there is any shortcomings in implementing the programmes.

He also requested the DDSE and Deputy Director ICDS to ensure that staffs requisitioned under the programme perform their duties and responsibilities without fail. He also directed the medical officers and other field functionaries to spread more awareness on open defecation free (ODF) scheme of the government and to ensure that all the staffs and beneficiaries are enrolled in Aadhaar.

Earlier, DRCHO, Dr. Jomnya Ado gave a presentation on introduction to Intensified Mission Indradhanush and informed that micro plan should be completed by the first week of September. (DIPRO)

 

 

 

Ex gratia for accident victims

ITANAGAR, Aug 4:  The relatives of the three people who died in an accident in Gensi early this year were given an ex gratia of four lakhs each under the Chief Minister's Relief Fund.

Five other who received injuries were given Rs 50000 each.

Circle Officer Tajum Ronya gave away the cheques amounting to Rs.14.50 lakhs on Thursday.

Most of the deceased and injured were of PHE&WS department employees. The workers who had boarded a tractor met with an accident and fell into deep gorge.

It is also informed that few of the relatives were also accommodated against the resultant vacancies under the compassionate ground in the department.

 

 

 

Advocacy prog on child protection

YAZALI, Aug 04: An advocacy programme on protection of children was organized by World Vision India at community hall here on Friday.

Resource person in the programme, Puro Dolo, CWC chairperson, Lower Subansiri district, spoke on child protection, child rights, juvenile justice court and rehabilitation programs.

Yazali CDPO, Tao Paneer highlighted the schemes and facilities which are available under ICDS for well-being  of children.

Other resource persons, Simon Ronrang and David Dutta also spoke on the occasion. Around 119  participants  including child protection  workers,  members of children club, community leaders attended the programme.

 

 

 

Adisu unit calls for fresh advertisement

ITANAGAR, Aug 4:  Alleging that Deputy Commissioner East Siang has violated the recruitment rules in its advertisement for UDC, LDC and MTS on 24 June 2017, the Adi Students' Union (AdiSU) Siang district unit demanded for fresh advertisement as per the reservation quota under existing recruitment rules.

The Adisu unit further stated that minimum 2 months time should be given to eligible candidates for preparation of interview.

Complaining about application fee, the union urged the DC East Siang to lower the fee from Rs 100 to 10.  In order to ensure fair examination, the Adisu Unit asked the district administration to video-graph the whole recruitment process. It also stated that there should be written test in the recruitment process.

 

 

 

CM's indigenous textile promotion scheme launched in LDV

ROING, Aug 4: The Chief Minister's Indigenous Textile Promotion Scheme has been launched in Lower Dibang Valley (LDV) by Deputy Commissioner Deepak Shinde at Roing on Thursday.

The scheme will benefit 500 weavers in the district.

The Deputy Commissioner encouraged the weavers to come up with innovative products and highlighted the significance of local products in boosting tourism industry and local economy.

He also informed about Deen Dayal Upadaya Bookmark Scheme under which women weavers will be eligible for 7% interest subsidy on credit.

The Deputy Commissioner distributed free yarn to weavers and later visited the craft centre and assured to help in modernization of tools and equipments of the centre.

Lohit unit opposes appointments

ITANAGAR, Aug 4: The Joint Working Committee of Arunachal Pradesh Trade Unions, Tezu unit has accused the Director Health Service (DHS) of snatching quota meant for sportsperson by appointing two Sanitary Assistants and a Multi Purpose Worker.  

The DHS had appointed them under 5 % Sports quota. The Lohit unit trade union termed the appointment as illegal as they were appointed against Lohit district sports quota.

It asked the DHS to appoint candidate from Lohit district. Meanwhile, the DHS has clarified that appointment was made on basis of recommendation from Olympic Association and under the supervision of Directorate Sports and Youth Affairs.

 

 

 

Wall of Heroes at KV Pasighat

PASIGHAT, Aug 4: Brigadier (Rtd) C C Jaleel, Chief Engineer of Border Road Organisation on Thursday inaugurated a "Wall of Heroes," organized by the Pasighat Kendriya Vidyalaya.

All the Param Veer Chakra (PVC) awardees of the armed forces were honoured by the staffs and students creating a "Wall of Heroes" in the school with photographs and stories of valour of each one.

Brig Jaleel pinned the badge to the School CCA Captain Master N M Madhanraj while CO (NCC) H. Padmanabhanand, Principal B. Ekka pinned badges to four house captains and four vice-captains respectively. CCA In-charge Manoj Kumar administered the oath of office to the newly inducted Captains and Vice-Captains.

ITANAGAR, Aug 4: The Krishi Vigyan Kendra (KVK), Tirap has organised a day long Farmers-Scientist Interaction programme on Friday at Makat village in the district.

Speaking on the occasion, Dr. Indu senior scientist and head of KVK, Tirap said that utmost emphasis must be laid on agriculture and its allied sectors as people are totally dependent on them for livelihood. She also advised the farmers to adopt the latest available technologies to enhance productivity for better livelihood.

Subject Matter Specialists of the KVK explained in details on various technologies like-scientific cultivation of vegetables, pulses, cereals, vermi-composting, acidic soil management, pest management and scientific management of livestock and poultry. Forty farmers participated in the programme besides the Gaon Burah and ASM.

 

 

 

DC reviews flagship programme

YUPIA, Aug 4: Papum Pare Deputy Commissioner Tai Kaye in a coordination meeting with the departmental heads on Thursday reviewed implementation of various flagship prog-rammes in the district

He asked all the officers to maintain proper records of programme implementation and timely submission of status reports. He requested all the implementing departments to make every effort to achieve the targets of the projects.

The Deputy Commissioner stressed more on Aadhaar enrolment, rural electrification, improvement in academic performance and education scenario and making the district open defecation free.

He also directed the officers to perform duties and responsibility with sincerity and cautioned that non performing officers and officials will be viewed seriously.

All the officers presented report of physical and financial achievements of schemes implemented by them. DIPRO

 

 

 

Entrepreneurship development prog. conducted

PASIGHAT, Aug 4: Students from different trades-Electronics and Hardware, Travel and Tourism, Tourism and Hospitality, Automotive and Plumbing under skill development programme attended an Entrepreneurship Development Program (EDP) here on Friday.

It was conducted by the training provider-SynchroServe Global Solutions Pvt. Ltd. and Tajuk Technologies Pvt. Ltd. in collaboration with Pasighat Municipal Council (PMC) under the banner of Arunachal State Urban Livelihoods Mission (SULM), Itanagar.

 

 

 

District Level Monitoring Committee

PASIGHAT, Aug 4: The 16th District Level Monitoring Committee (DLMC) meeting was held here in the Siang hall on Thursday in which all the central and state sponsored schemes and projects undertaken by various departments were reviewed.

Deputy Commissioner Tamiyo Tatak advised all to ensure submission of utilization certificate against all the schemes being executed which enables timely completion of projects.

After reviewing the progress reports, the DC emphasized on maintaining transparency and further asked the implementing agencies to execute all schemes properly without compromising the quality of works.

Tatak asked the officers to attend the next meeting with proper reports of physical development and financial status and submit copies of their reports to DPO and respective ZPMs one week before the meeting.  

The meeting was also attended by the Panchayat leaders. (DIPRO)

 

 

 

PRIs reach out to Tadin villagers

AALO, Aug 4: PRI members of 1-Aalo East Anchal Samiti has donated some amount for the villagers of Tadin that lost their homes in a devastating fire recently.

Relief assistance in cash from Anchal Asset Fund was also given to the villagers.

BDO Lijum Ete along with EO (RE)Jumge Nyodu, Anchal Chairperson Gemar Padu and Gokar Diyum visited the affected village on Friday to hand over the amount.(DIPRO)

 

 

 

Army's magic monsoon drives continues

CHANGLANG, Aug 4: In continuance of its "Magic Monsoon drive', the Changlang Battalion of Assam Rifles under the aegis of DAO division in collaboration with DHFL Pramerica Co. Ltd. distributed umbrellas and caps to 26 students of Old Changlang Primary School on Friday.

 The teaching community of the school lauded the  Assam Rifles  for  its noble works for wellbeing of the students.

 

 

 

RBSK team sensitized on NPPCD

YUPIA, Aug 4: An orientation programme for the Rashtriya Bal Swasthya Karyakram (RBSK) team of Papum Pare district comprised of medical officers and paramedical staff was organized by District Health Society to sensitize them on National Programme for Prevention and Control of Deafness (NPPCD).  

DRCHO Dr. J Ado detailed the team about NPPCD and the programme activities in Arunachal Pradesh.

Later, he distributed ENT kits to the RBSK team leaders for child health screening for early detection of hearing impairment and deafness. Children found with hearing impairment and deafness will be referred to TRIHMS Naharlagun for treatment. DIPRO

 

 

 

Volunteers urged to imbibe NSS values

ITANAGAR, Aug 4: State Liaison Officer NSS GoAP, Dr. A Ibotompi exhorted the National Service Scheme (NSS) volunteers to imbibe the NSS maxim 'Not Me But You', which aims at furthering values like helping others, kindness and service to our fellow beings.

Addressing a day-long orientation programme for NSS volunteers held at VKV Itanagar Chimpu on Friday, the State Liaison Officer further said that under NSS many community service activities like blood donation, cleanliness drives, construction of public facilities and awareness programme were taken up with the view to develop personality of students.

Programme officer, Uthaman VN, Principal incharge of VKV, Dr. Kakade Rajendra Chhagan and Patil Pankaj Balasaheb also spoke on the occasion.

Wake up RGU authorities

The allegations leveled by Rajiv Gandhi University Students’ Union (RGUSU) against the university authority are serious in nature and need to be properly looked into. RGUSU has alleged that poor quality work is being done by the contractors but university authorities are not taking any corrective measures. Governor of Arunachal PB Acharya who is chief rector of the university should take initiative and ensure that allegation leveled by student body is thoroughly investigated. Over the year the standard of RGU has been drastically falling down due to various reasons.

Infrastructure of the university is in pathetic condition. Most of the buildings including the newly constructed ones are in dilapidated condition.  Quality of work is being compromised and laid down norms are being blatantly violated. In compare to other central universities the standard of RGU is quite poor. Unfortunately all these are happening under the nose of RGU authorities. Either they seem least bothered or are being intimidated by the local contractors. Its time they gather courage and take tough stand. The future of RGU should not be compromised for the sake of local contractors. On their side the locales need to understand that RGU is for whole state and is not the personal property of any person. Let qualified people take up the contract work after proper tendering process.

A letter to capital police department

Dear Editor,

The police department of the Capital clearly lacked a wider view of the sensitive issue and their unpreparedness for the consequences.

Let me clarify first, I am neither in support of prostitution nor I prefer to be a mute spectator of what's happening in and around.

In recent sex racket case, the negligence towards the matter has in fact not only made us angry but also has put the life of those who were caught, in danger.

How does the police department propose to change the mind of those caught, when their photo is now in everyone’s mobile with caption “Prostitute"?

The department has left no road for change.

Ask the women caught, are they going to start a decent life now after their photo manage to be an apple pie to everyone's eye?

The whole theory of an oldest profession exist either because of the network of people who do flesh trade or the poor status of people. And in these cases of sex racket, it was the poor status of the family.

The poor status pushed them into selling their body and now, the beloved police department, who swears to protect our life and property, has force them with no option.

Why am I saying this is because, the irony of these sex racket case is that, in one hand the department made everyone hide their face while taking a photo to publish in local newspaper, maintaining the sanctity of privacy, and in other hand a space was left for the few dirty hand people, with no iota of their reckless behaviour, making the photo available in social network.

The logic behind covering the accused faces in front of media is to prevent the dilution of the witness credibility. And also to assure not to hamper the normal life, if not found guilty.

I ask the department, when those women caught is freed will they lead a normal life when their photo is leaked?

Busting and meddling is a two separate land; meddling cannot be allowed to encroach the land of busting because if it’s allowed rather than saving innocent life, we put their life in danger.

The sex racket is a bud which has thrived under the garb of spas, saloon, hotel and many more. So, it becomes a serious concern for everyone and, also to look for the ways and means to prevent it.

Thus, we support and praise the people, organisation and police department for their genuine steps.

But in the name of combating, if circulation of the photo of those caught, instead of the ring leader, is allowed then I am afraid that such steps will not prevent but in contrary force those caught to leave their homeland and settle down in other places, which spells more plight upon their life and family.

Being a concerned citizen, I request the police department to take an action against the men who recklessly circulated the photo in social network.

Increase posts

Dear Editor,

I would like to cite few points in response to the letter against the addendum in ADO posts.

APPSC has the authority to make any alteration in number of posts prior to declaration of the written result as long as 1:3 ratio for viva-voce is maintained. So the question of not being able to alter the number of posts because the written examination is accomplished is unjustifiable.

As I have already mentioned in the last letter that the demands were placed to the concerned department since the advertisement.   It is worth mentioning that we were assured of such a move.

Coming to recruitment, when there are already unemployed graduates, and vacant posts, preserving posts for the future is no way a wise gesture.

Water scarcity

Dear Editor,

It has now become an everyday affair that in our town people have to live in complete chaos and utter dismay due to water scarcity. The concerned authority seems to be careless and rather indifferent about the difficulty felt by the dwellers of the town.

As we know that the monsoon season left behind a trial of devastation and filled the lives of capital dwellers with so many untold miseries. The Mother Nature has unleashed its wrath and fury in and around entire capital region and its surroundings.

It has been month or since the collapse of water supply pipeline.

The denizens were left to fend for themselves by whatever possible means to meet the end of daily water demand as the department tried their best to supply water weekly. It is well known fact that most of the denizens do not have their own bore well or underground water source.  

So, through your esteemed daily,  I would like to earnestly request the concerned authorities to come to its senses and take some immediate measures to end this unending problem of water scarcity once for all.
